From April 8 to 9, Xu Kunlin, Secretary of the Liaoning Provincial Party Committee, visited Haicheng City and Tai'an County in Anshan for field research and presided over a symposium with the principal party and government leaders of Anshan's counties, cities, and districts. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important speeches and instructions regarding Liaoning. He called for unwavering promotion of high-quality development, urging officials to take responsibility, act proactively, seek truth from facts, and adapt measures to local conditions. By achieving tangible results through hard work, the region aims to make greater contributions to accelerating the comprehensive revitalization of Liaoning.
🏙️ Boosting Commerce and Industry in Haicheng
Xiliu Town in Haicheng City boasts the second-largest clothing trading market in China, with an annual transaction volume nearing 100 billion yuan. Xu Kunlin visited multiple shops at the Xiliu China Commercial City, inquiring about supply channels and sales networks, and exchanged views with operators on overcoming development bottlenecks. At the Xiliu Yiwu Small Commodities City, he closely examined project planning and commercial formats, encouraging enterprises to remain confident, introduce high-quality resources, and strive to grow bigger and stronger. Xu emphasized leveraging the foundation of commercial markets like Xiliu's clothing market and Nantai's luggage market. He urged a firm commitment to "going global," actively expanding international markets, creating a diverse small commodities market with distinct features, fostering independent brands, and promoting the development of the entire industrial chain from R&D and design to processing and trade.
📦 E-commerce and Trade Facilitation
At the Xiliu E-commerce Industrial Park, Xu inspected the foreign trade comprehensive service platform and learned about the progress of the market procurement trade pilot. He also observed livestreaming sales sessions hosted by stationed enterprises and the village secretaries. He pointed out that the region must seize opportunities based on its location and industrial advantages to accelerate cross-border e-commerce. This includes refining policies, optimizing resource allocation, enhancing customs clearance facilitation, and improving efficient logistics networks. He stressed the vigorous promotion of the "Cross-border E-commerce + Industrial Belt" model to better drive foreign trade growth and empower industrial upgrading.
🌾 Agricultural Modernization in Tai'an County
Tai'an County is currently establishing a national modern agricultural demonstration zone. After listening to reports on the reform of the Tai'an Development Zone, Xu emphasized the need to better serve and protect enterprises, conduct precise investment promotion around leading industries, extend industrial chains, and improve mechanisms linking agriculture with farmers to promote prosperity.
Xu visited Liaoning Anjoy Foods Co., Ltd., touring the production line and learning about product R&D and inspection. He urged the company to strictly maintain quality standards and develop more high-quality products that meet healthy consumption needs. At Liaoning Anjiu Animal Nutrition Food Co., Ltd., he examined product varieties and production technology. He expressed hope that the company would collaborate synergistically with upstream and downstream enterprises in the park and the Anshan pet breeding industry to continuously increase market share.

Xu paid close attention to rural grassroots organization building. Visiting Gaotun Village in Taidong Subdistrict, Tai'an County, he held discussions with village cadres and representatives to understand the "two committees" restructuring and social security for disadvantaged groups. He inspected the Xinyiyuan Sock Factory and commended the "village-enterprise co-construction" model for enabling villagers to work near their homes and boosting the collective economy. He encouraged the enterprise to actively integrate with the radiation of the Xiaobeihe sock industry to expand production. Xu stressed the need for a clear orientation towards grassroots efforts, selecting strong village committees, and deeply integrating party building with rural industrial development, governance, and public services to jointly promote comprehensive rural revitalization.
📢 Symposium Directives
During the tour, Xu presided over a symposium to hear work reports from Anshan and its local jurisdictions. He pointed out that Anshan must resolutely implement the decisions of the Party Central Committee and provincial requirements. He urged the city to remain committed to high-quality development, shoulder heavy responsibilities, and take proactive, pragmatic actions to continuously grow economic strength and improve development quality.

Xu emphasized the need to expand domestic demand by all means, focusing on projects and stabilizing investment. This involves planning major projects, accelerating construction, and promoting investment for supporting enterprises. He called for vigorously developing market procurement trade and e-commerce to promote the integration of domestic and foreign trade and create new consumption growth points. Efforts should also be made to revitalize idle assets and cultivate new business formats.
Regarding industrial transformation, he urged accelerating the "intelligent and digital transformation" of traditional industries, strengthening the metallurgical sector, and growing strategic emerging industries. He highlighted the need to develop the full magnesite industry chain, standardize and scale the pet economy, and upgrade the consumer goods industry. Additionally, he stressed ensuring spring plowing and improving the deep processing of agricultural products.

Xu pointed out the need to optimize the business environment and remove institutional barriers, adhering to the principle of "responding to needs but not disturbing operations." He called for thorough investigations to resolve government trustworthiness issues and pushing reforms in development zones with greater determination. He also emphasized risk prevention and livelihood protection, including strengthening traffic safety education, social security control, and petition work. He specifically highlighted the renovation of outdated chemical installations and comprehensive mine safety inspections. Furthermore, he called for pragmatic measures to solve public difficulties and continued efforts in pollution control and ecological restoration.
🏛️ Political Integrity & Governance
Xu emphasized the importance of establishing a correct view of political achievements. He called for strict implementation of work through solid conduct, effective rectification of deviations in the view of achievements, and the firm adjustment of cadres who hide reports, engage in simplistic "one-size-fits-all" work, or "lie flat" without acting. He stressed strict control over personnel selection to ensure a healthy restructuring process and maintaining high pressure against corruption to foster a clean political ecosystem.
